Two of the three items on this page are flat figures. The third is a percentage of a base rate set outside the order, and this site does not hold that base — so the formula is on the page and the amount is not, which is the honest end of that sentence.

The formula

A percentage of something this site does not hold

The percentage is stated plainly. The base it applies to is a rate set outside the schedule, and it was not obtainable.

This site holds no value for that base rate, so there is nothing to apply the percentage to and no peso figure can be computed. That is why the row above shows no amount rather than a zero: a zero would say the penalty is nothing, and an empty cell would say we forgot.

UNMEASURED

The overloading fine cannot produce a peso figure

Overloading is priced as a percentage of a vehicle charge that is set outside this schedule. The percentage is stated plainly; the charge itself is a rate this site could not obtain, so there is no base to apply the percentage to. The schedule then adds “to be computed based on formula”, and the formula is not written anywhere in the schedule either. This site therefore shows the percentage, names the missing input, and shows no peso figure.

And the schedule does not state the formula either

At the point where the calculation would be set out, the instrument's own full text is 'To be computed based on formula.' The formula is not written anywhere in it. So even a reader who obtained the base rate would not be able to finish the sum from this instrument.

The two thresholds that are not fines

No motor vehicle may proceed on the roadway if a dual-wheel axle load exceeds 13,500 kg. That is not priced — the vehicle stops.

The same bar applies where the load exceeds 150% of the maximum allowable gross weight.

A tolerance

Below this, the penalty is waived

The instrument waives the overloading penalty for loads exceeding the registered gross vehicle weight by less than 5%. That is a stated tolerance in the instrument itself, not an enforcement practice.
